Portable Equipment Recordkeeping

If you own or operate portable equipment, which is subject to Rule 2280, you must comply with the following record keeping requirements:

District Rule 2280, Part 6.2 (Reporting) states: "Within 30 days after the end of every calendar quarter, the operator of a registered portable emissions unit, except for rental equipment, shall notify the district in which the unit was operated of the level of activities within the district during the preceding calendar quarter. The notification shall include the following information:

  • The location(s) at which the equipment was operated, including the dates operated at each location.
  • The type and quantity of materials processed by each emissions unit, or the daily hours of operation for each emissions unit in conjunction with hourly throughput rate.
  • The type and quantity of fuels consumed by each emissions unit, or the daily hours of operation for each emissions unit in conjunction with hourly horsepower or Btu rating.

A copy of the reporting form, with all the required information, is attached. You may use this form or develop your own, as long as it contains the required information.

Quarterly reporting periods are as follows:

  • January through March: Due to the District no later than April 30th
  • April through June: Due to the District no later than July 31st
  • July through September: Due to the District no later than October 31st
  • October through December: Due to the District no later than January 31st

Owners of rental registered portable equipment subject to Rule 2280 must provide the equipment operator with a written copy of the applicable requirements of Rule 2280, including the notification and record keeping requirements, as part of the equipment rental agreement. The owner must compile the records provided by the equipment operators and submit the information to the District within 30 days after the end of every calendar quarter.

Quarterly reports shall be sent to the district(s) in which the equipment was operated and to the San Joaquin Valley Unified Air Pollution Control District by the calendar quarter deadline. If the equipment was not operated during the calendar quarter, a report indicating this fact must be submitted.
