CEQA & SJVAPCD Rules and Regulations
The SJVUAPCD issues permits
for many types of air pollution sources and regulates some activities not
requiring permits. The SJVUAPCD is a Responsible Agency for projects requiring
permits. (See GAMAQI page 30)
Fugitive Dust/PM-10 Control
Regulation VIII
Regulation VIII is a series of rules designed to reduce fugitive dust
from construction sites, parking and staging areas, open areas, material
storage areas, etc. No permits are required by this regulation, but failure
to comply can result in fines and penalties. The District provides a
synopsis describing requirements and exemptions from Regulation VIII when
commenting on projects.
Residential Wood-Burning
Rule
4901
Requires new woodstoves sold in the San Joaquin Valley to be EPA
certified. Includes a voluntary curtailment program for poor air quality
days. Does not regulate normal fireplaces.
New Source Review Rule
Rule 2201
Requires new and modified stationary sources of emissions to mitigate
emissions using best available control technology and to offset emissions
when above thresholds.
Permits Required
Rule

Requires operators of emission sources to obtain an authority to
construct and permit to operate from the SJVUAPCD.
