The California Air Resources Board sets emission standards for motor vehicles, fuels, and consumer products. Also, the Board sets state air quality standards to ensure that Californians will have clean air to breathe. Local (county-wide or multi-county) Air Pollution Control Districts or regional Air Quality Management Districts regulate stationary sources like power plants, and depending on an area's federal attainment status they regulate the following pollution sources in their areas:

• indirect sources that attract cars and trucks like sports facilities and shopping centers
• area-wide sources in residential areas like fireplaces (San Joaquin Valley only), water heaters and gas furnaces, that when combined contribute significant air pollution
