The Proposition 1B: Goods Movement Emission Reduction Program (GMERP) provides incentives to quickly reduce air pollution emissions and health risk from freight movement along California's trade corridors. Projects funded under this Program must achieve emission reductions not required by law or regulation. Please note that the Proposition 1B Goods Movement Emission Reduction Program is not a rebate program. Any purchase or installation prior to contract execution is ineligible. TRU and equipment funded by this program can only be purchased after contract is signed between the equipment owner and the District, and fully executed. New TRU may be pre-ordered prior to contract execution and after posting of District rank list at the equipment owner's risk.
Maintain TRU in operable condition until a contract is fully executed between the owner and the District and the TRU has been relinquished to a District-approved dismantler.
Existing truck(s) or trailer(s) equipped with TRU’s must continue to move goods for sale (a majority of the time).
Register in the Air Resources Board Equipment Registration (ARBER) System. Ensure fleet is compliant with requirements of the Transport Refrigeration Unit (TRU) Airborne Toxic Control Measure or applicable regulatory advisories for duration of incentive program participation. Retirement of existing equipment included in application or the replacement equipment being purchased cannot be used to demonstrate compliance for eligibility determinations.
Applicants may request reduced funding amounts to improve cost-effectiveness and competitiveness of the project.
Projects committing to 90% operation in California may be less competitive due to decreased emission reductions achieved within California.

Contract and Expenditure Update
The California Air Resources Board (ARB) allocated over $60 million of Proposition 1B funds to the San Joaquin Valley Air Pollution Control District (SJVAPCD) goods movement emission reduction projects. Applications were accepted during Spring of 2011. All of the funds for Year 2/3 have been contracted.
