PASS Repair Component
If you are interested in a FREE car emissions test, diagnostic inspection and repairs:
For consumers who purchased gasoline in California between 1995 and August 11, 2005, the PASS Repair Component offers a FREE car emissions test and diagnostic inspection at Tune In & Tune Up events held on weekends throughout the San Joaquin Valley. The vehicles that don't pass this free emissions test and are found to be repairable, will receive a $500 VOUCHER for repairs at a participating Gold Shield certified smog shop.

The project was made possible by a grant from the Reformulated Gasoline Settlement Fund. Created as a result of an antitrust class action, the purpose of the Fund is to achieve a clean air or fuel efficiency benefit for California consumers. PASS Replacement Incentive
Since its adoption, the PASS Replacement and Retirement components have purchased over 700 polluting vehicles in the San Joaquin Valley, and have come to the end of the allocated funding. As a result applications for the program are no longer being accepted.
The District is working with the California Air Resources Board and the Bureau of Automotive Repair to bring exciting new updates to this program, and will utilize this opportunity to take the valuable feedback received from past participants and improve the program.
Information regarding these new components should be available this spring.

Other Vehicle Retirement
If you would like to sell your vehicle for cash the State may be able to assist you with their Consumer Assistance Program by the Bureau of Automotive Repair.
The program provides $1,000 for unwanted vehicles that have either FAILED or PASSED their last Smog Check Test and that meet certain eligibility guidelines. For more information, visit BAR’s website. You can also obtain a copy of the application, or call BAR at (866) 272-9642.
