The District’s Polluting Automobile Scrap and Salvage (PASS) program could mean $1,000 cash or $5,000 toward a newer, cleaner car for you!

Who can participate?

  • All residents of the San Joaquin Valley will be considered for this program.
  • Owners of select vehicles are directly sent invitation letters or you can also call to find out if you qualify.
  • All Vehicles must be continuously registered for the past 24 months, be in drivable condition and must have passed their most recent smog check.

How much money can I get?

When you retire your vehicle, you can receive either $1,000 cash or $5,000 toward the purchase of a newer, cleaner vehicle. Eligibility is based on vehicle history, age, and current emissions.

What kind of vehicles are we selecting?

Some vehicles release a lot of pollution. Their owners do all they can to comply with smog check laws, repair their vehicles, and keep their vehicles registered, but despite all their efforts, their vehicles have a history of high emissions, which creates a lot of pollution in the Valley.

The PASS Program provides grant incentives to crush or replace vehicles that are targeted by the District as potentially the worst polluting vehicles in the Valley. PASS utilizes a computer model that researches a vehicle's pollution history to determine if a vehicle's meets the program's requirements.

The $5,000 option:

Participants with a vehicle that meets the PASS program’s emissions requirements may be eligible to receive $5,000 towards the purchase of a clean replacement vehicle.

  • Has a gross vehicle weight rating less than 8,500 pounds
  • Is currently registered and has been continuously registered for the past 24 months within the SJVAPCD with a smog check not required for at least 6 months (other registration history requirements may apply)
  • Take a District-paid smog test

The $1,000 option:

Participants with vehicles that do not meet the PASS program’s profile requirements, may still be eligible for a $1,000 incentive for their vehicle to be crushed if it is:

  • Model year 1994 or older
  • Has a gross vehicle weight rating less than 8,500 pounds
  • Is currently registered and has been continuously registered for the past 24 months within the SJVAPCD with a smog check not required for at least 6 months (other registration history requirements may apply)

How do I get started?

  • Contact the District’s program partner, Pick Your Part, at (877) 900-5865 to determine eligibility. If you received an invitation in the mail, have your voucher number ready.
  • After confirming eligibility you will be directed to a smog test station to test your car.
  • Once your car’s emissions are determined, you will be contacted by either Pick Your Part or the District to discuss the incentive options available to you.

What’s the Catch?

Simple, you will need to agree to keep the cleaner vehicle for at least three years, maintain the vehicle’s registration and insurance and help us by filling out simple annual reports. Isn’t that easy?

Where will I find a replacement vehicle?

You can purchase your newer vehicle from your local Valley dealership and there is a wide selection of newer vehicle options available.

Things to remember…

  • Replacement vehicles are not required to be brand new and may be a few years old, but the $5,000 incentive may not cover 100% of the newer vehicle cost.
  • Low-income participants will be allowed to select their replacement vehicles from a wider range of vehicle model years, potentially paying for the replacement with little or no out of pocket expense.
  • However, you will be responsible for paying any portion of the cost of replacement over $5,000.
  • You should not assume that you are eligible for the $5,000 replacement option until you have been personally contacted by District staff.

What if I change my mind on the option I chose?

Participants eligible for $5,000 may accept $1,000 cash if at any point they decide they can’t meet the above requirements.
