This page provides resources develop by, gathered by and used by District staff when performing inventory and/or modeling activities. The information below is indented to provide streamlining and consistence between the work performed by the District and that of other agencies or consultants performing the same tasks utilizing District guidance. These tools are broken up by categories for ease of searching.

Inventory & Modeling Resources

  • Mapping Tools (KML/KMZ) 
    KML is a file format used to display geographic data in an Earth browser, such as Google Earth, Google Maps, and Google Maps for mobile. KML files are created to pinpoint locations, add image overlays, and expose rich data in new ways. KML is an international standard maintained by the Open Geospatial Consortium, Inc. (OGC). A KMZ file is a compressed file that can contain one or more KML files.
    • District KMLs 
      This Subcategory contains KMLs derived from District information for: Air Monitors, Meteorological Sites, and District Regional Offices.
      • Air Monitors
        This file contains data related to the location and name for each of the air monitoring network stations within the eight counties of San Joaquin Valley, the pollutants being collected, responsible agency, and meteorology being collected. Additionally, it also contains a radius of influence for each station.
      • Meteorological Sites
        This file contains data related to the location and name for each of the meteorological sites within the eight counties of San Joaquin Valley used for AERMOD dispersion modeling. Please note: Some sites may be denoted with “(MM5)” which means that data was generated using a mesoscale model designed to simulate or predict mesoscale atmospheric circulation.
      • Regional Offices
        This file contains data related to the location of each of the District’s regional offices including their address and phone #.
    • KML Tools 
      This Subcategory contains Tools that can assist in describing an area of interest.
      • PLSS in Google Earth (PLSGE)
        The principal component of PLSGE is a Google Earth implementation of the Bureau Of Land Management (BLM) GeoCommunicator map service. It retrieves multiresolution images of the BLM Public Land Survey System (PLSS). PLSGE also includes a section geocoder and an implementation of the GeoCommunicator Identify service.
      • USGS Quadrangles (QUADS)
        The principal component of QUADS is a Google Earth network link that plots approximate USGS quadrangle boundaries and provides direct access to more than 118,000 GeoPDF maps, including scans of the last historical paper map at all available scales. QUADS also includes overlays for shaded relief maps, topographic-bathymetric maps, black-and-white orthophotos, and urban areas color orthoimagery.li>
      • USGS-Topographic-Maps
        Provides detailed information such as land use, feature names, the locations of natural features, and topographic elevation contours. There are over 50,000 7.5-minute topo maps covering the entire United States (except Alaska, which is covered in a larger scale). The topographic maps come in a variety of scales, with the most detailed typically being the 7.5-minute version, meaning each map covers an area of 0.125 x 0.125 degrees.
      • UTM Zones
        Provides detailed information on each Universal Transverse Mercator Zone.
      • Rings
        Is a tool that draws concentric circles, an annulus, or a sector of an annulus in Google Earth. Ring radii may be specified from 10 to 1,000,000 US survey feet or meters, and from 0.25 to 10,000 miles (1 mi = 5280 US survey ft), nautical miles (1 nmi = 1852 m), or kilometers. Line and area colors are selected from a 24-color palette, line width may be specified from 0.1 to 10, and area opacity may be specified from 0 to 100%.
      • Land Surveying Research Tools
        Earth Survey is a collection of geodetic tools that run in Google Earth. Most of the applications have geographical extents associated with the United States. The PLSS in Google Earth (PLSGE), USGS Quadrangles (QUADS), USGS-Topographic-Maps, and Rings can be found on this web site as well.
    • Traffic KMLs 
      This Subcategory contains traffic data for both All Vehicle and Truck Only Vehicle counts.
      • All Vehicle AADT
        This file provides data on annual average daily trip (AADT) counts for all vehicles on state roads within the eight counties of the San Joaquin Valley based on county road post mile markers. Data is derived from CALTRANs’ web page.
      • Truck AADT
        This file provides data on annual average daily trip (AADT) counts for trucks on roads (number of trucks & percentages) within the eight counties of the San Joaquin Valley based on county road post mile markers. Data is derived from CALTRANs’ web page.
      • California Environmental Health Tracking Program's (CEHTP)
        The CEHTP Traffic Linkage Service Demonstration web page utilizes the California Environmental Health Tracking Program's (CEHTP) Traffic spatial linkage web service. This service computes traffic-related metrics on Caltrans Highway Performance Monitoring System (HPMS). All geospatial operations are performed on the server-side, while contact between the client (web server) and the GIS server is limited to Simple Object Access Protocol (SOAP) input/output parameters.
    • California Licensed Facilities 
      This Subcategory contains data for California Licensed Care Facilities.
    • Schools 
      This Subcategory contains data for Public & Private Schools located Within the San Joaquin Valley.
    • EPA Region 9 
      This Subcategory contains KML & PDF maps for EPA Region 9 (Arizona, California, Hawaii, and Nevada, and tribal lands in the Pacific Southwest).
      • Class I Areas
        Class 1 federal lands include areas such as national parks, national wilderness areas, and national monuments. These areas are granted special air quality protections under Section 162(a) of the federal Clean Air Act.

        40 CFR Section 51.307 requires the operator of any new major stationary source or major modification located within 100 kilometers of a Class I area to contact the Federal Land Managers for that area.
      • Air Quality Maps
        The link above will redirect you to EPA's air quality map page for Region 9 (Arizona, California, Hawaii, and Nevada, and tribal lands in the Pacific Southwest). These maps provide information such as the level of air quality in specific areas, the borders of local air permitting agencies, and the location of specially protected federal lands.
  • Air Toxic "Hot Spots" 
    This section provides resources commonly used for addressing the Air Toxic "Hot Spots" or AB2588 program.

      • Flares
        This file provides both EPA screening and District refined methods for estimating flare modeling parameters.
      • Calculate Velocity by using F Factor
        This Excel file provides for estimating stack exit velocity using the fuel specific F Factor.
      • Convert
        This Excel file converts stack parameters report in non-standard units into standard modeling input units.
      • Volume Source Calculation
        This Excel file generates Volume source parameters for use in AERMOD.
