The Emission Reduction Incentive Program Group is responsible for the development, implementation, and on-going administration of all District grant and incentive programs, including the Heavy-Duty Engine Incentive and REMOVE II Programs. These incentive programs provide a positive impact on air quality and are highly successful due to the fact that participation is voluntary.

The District has operated incentive programs since 1992. Over the years the District has been willing to develop new programs such as the Clean Green Yard Machine Program that helped consumers purchase electric lawnmowers. This program will likely be continued in coming years if funding is available.

Agricultural Tractor / Mobile Equipment Replacement Program

The Agricultural Tractor / Mobile Equipment Replacement Program provides incentive funds for the replacement of in-use, off-road mobile equipment that are engaged in agricultural operations as defined by the California Air Resources Board. Eligible equipment includes but is not limited to wheel loaders, balers, combines, graders or tractors. Funding amounts are based on a dollar per horsepower table as determined by the horsepower of the engine in the new tractor, not to exceed 80% of the eligible costs.

Funds are provided on a first come, first serve basis. Applicants must obtain approval and have a signed, executed contract from the SJVAPCD prior to purchase. Any equipment purchased prior to contract execution is ineligible. Please note that this program is not a rebate program.

On-Road Voucher Programs

Voucher programs for on-road heavy-duty trucks provide a streamlined approach for participants to apply through SJVAPCD certified dealerships to replace old, high-polluting heavy-duty diesel trucks with newer, lower-emission trucks. The SJVAPCD currently administers two voucher programs for on-road heavy-duty trucks. Vouchers will be provided to qualified truck owners to help offset the cost of upgrading to cleaner technologies through truck replacement. Vouchers funded under these programs must achieve emission reductions not required by law or regulation. Applications for these voucher programs can only be obtained and submitted at a SJVAPCD certified dealership. Applications will be accepted on a continual basis until funding for the program is exhausted. Applicants must be awarded a voucher from the SJVAPCD prior to ordering and/or purchasing the replacement truck or equipment. Please note that these are not rebate programs. Any truck or equipment purchased prior to receiving a voucher is ineligible for funding.

Eligibility Criteria

To be eligible for funding under the Truck Voucher Program (TVP), projects must meet the criteria described in the Truck Voucher Program Guidelines. These criteria include, but are not limited to, the following:

Ownership/Compliance

  • Trucks based in the San Joaquin Valley that are owned by a small business as defined by the state of California as being independently owned and operated, not dominant in their field of business, have their principle office located in California, have fewer than 100 employees, and have an annual gross receipt of $14 million or less according to the California Code of Regulation (CCR) for the current year.
  • Fleet Compliance: the applicant’s fleet must be in compliance with the Air Resources Board (ARB) On-Road Truck and Bus Regulation.
  • Meet the following minimum usage requirements as averaged over the last 24 months:

    January 1, 2014 60,000 miles or 9,400 gallons of diesel
    January 1, 2015 or later 30,000 miles or 4,700 gallons of diesel
  • Applicants with a 1 truck fleet subject to the January 1, 2014 compliance date will only be eligible for replacement funding through the end of 2013.

Current Engine Model Year

  • Replacement projects - the old truck must have an engine that is a 2002 model year or older.

Weight Class

Eligible trucks must have a Gross Vehicle Weight Rating (GVWR) of 14,001 pounds or more.

Documentation

Must be provided at time of application for the previous 24 months for the following areas:

  • Verification of compliance
  • Vehicle Title (replacement projects with a lien holder are not eligible)
  • Usage in the form of miles traveled or fuel consumed. Truck must have operated at least 30,000 miles per year for the past 24 months or consumed at least 4,700 gallons of diesel fuel per year for the past 24 months.
  • Registration
  • Insurance

Replacement Truck (new or used) Requirements

  • Must have an engine that meets or exceeds the 2007 emission standards of 1.20 g/bhp-hr NOx FEL and 0.01 g/bhp-hr PM. A certified SJVAPCD dealer can provide this information.
  • Have less than 500,000 miles on the odometer if the replacement truck has a GVWR of 33,001 or more and less than 250,000 miles on the odometer if the GVWR is between 19,501 and 33,000 pounds.

Area of Operation

  • Be based in the San Joaquin Valley APCD boundaries and,
  • Operate at least 50% of the time in the San Joaquin Valley and at least 75% of the time in California.

Eligibility Criteria

To be eligible for funding under the Voucher Incentive Program, projects must meet the criteria described in the Voucher Incentive Program Guidelines. These criteria include, but are not limited to, the following:

Fleet Size

  • Only owners of fleets that have ten (10) or less on-road heavy-duty diesel fueled vehicles with a gross vehicle weight rating (GVWR) greater than 14,000 pounds. Fleets that have more than ten (10) heavy-duty vehicles are not eligible to participate in the VIP.
Current Engine Model Year
  • Replacement projects: the current truck must have an engine that is a 2002 model year or older.
Weight Class
  • Funding amount is dependent upon the weight class of the current truck.
    • o To qualify for heavy heavy-duty (HHD) funding levels, eligible trucks must have a Gross Vehicle Weight Rating (GVWR) of 33,001 pounds or more.
    • o To qualify for medium heavy-duty (MHD) funding levels, eligible trucks must have a Gross Vehicle Weight Rating (GVWR) of 19,501 through 26,000 pounds.
Documentation
  • Must be provided at time of application for the previous 24 months for the following areas:
    • Compliance Verification (4-10 truck fleets only)
    • Vehicle Title (replacement projects with a lien holder are not eligible)
    • Usage in the form of miles traveled or fuel consumed
    • Registration

Replacement Truck (new or used) Requirements
  • Must have an engine that meets or exceeds the 2007 emission standards of 1.20 g/bhp-hr NOx FEL and 0.01 g/bhp-hr PM. A certified SJVAPCD dealer can provide this information.
  • Has less than 500,000 miles on odometer for vehicles with a manufacturer GVWR of 33,001 and greater.
  • Has less than 250,000 miles. On odometer for vehicles with a manufacturer GVWR of 19,501-33,000.

VIP Support Materials

HVIP “Plus-Up” Program

The California Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) is a unique and streamlined program to help speed the early market introduction of clean, low-carbon hybrid and electric trucks and buses. The HVIP is administered and implemented through a partnership between ARB and CALSTART. All fleets are eligible, whether they're public or private, large or small. Get even more money in the San Joaquin Valley! You can get up to $30,000 per vehicle in additional voucher funds on top of the HVIP funds by participating in the San Joaquin Valley Air Pollution Control District HVIP Plus-up!

  • Offsets about half of the incremental additional cost of eligible hybrid and battery-electric medium- and heavy-duty vehicles using a simplified purchase voucher.

  • Assists fleets and dealers by reducing this cost right at the time of purchase

  • Dealers request a voucher with their fleet customers at the time of order.

  • The amounts are pre-set for each qualified vehicle.

  • Get even more money in the San Joaquin Valley!
    You can get up to $30,000 per vehicle in additional voucher funds on top of the HVIP funds by participating in the San Joaquin Valley Air Pollution Control District HVIP Plus-up!

The San Joaquin Valley Air Pollution Control District (SJVACPCD) has contributed $1.9 million in "plus-up" funding on top of the Year 3 HVIP base funds.

  • Designated for any vehicles which are used in the San Joaquin Valley Air Basin,

  • Vouchers requested for vehicles that will be domiciled in the air basin 100% of the time for three years will automatically receive the plus-up funding, which can reach up to $30,000 in additional funds per voucher on top of the ARB voucher.

Proposition 1B: Goods Movement Emission Reduction Program

Year 4 Application Solicitation Period
Monday, August 26, 2013 – Thursday, October 10, 2013

The Proposition 1B: Goods Movement Emission Reduction Program (GMERP) provides incentives to quickly reduce air pollution emissions and health risk from freight movement along California's trade corridors. Financial incentives will be provided to owners of equipment used in freight movement to upgrade to cleaner technologies through truck replacement or engine replacement. Projects funded under this Program must achieve emission reductions not required by law or regulation. Applications for this program will only be accepted during specified application periods. Please note that the SJVAPCD Heavy-Duty Engine Program is not a rebate program. Any new truck or new engine purchased or installed prior to contract execution is ineligible.   • New truck must meet or be lower than the 2010 emission standard 0.20 g/bhp-hr or less NOX emission level (FEL and CERT values) and 0.01 g/bhp-hr or less PM (CERT value)
  • Used replacement trucks must have odometer readings less than 500,000 miles (Class 8) or less than 250,000 miles (Class 7) at the time of post-inspection (used Class 6 trucks are not eligible for Program funding)
  • Drayage truck(s) are not eligible for funding, trucks listed as exempt or non-compliant in the DTR will be considered non-drayage and eligible for funding
  • Any truck subject to ARB’s drayage truck rule, public and utility fleet rule, solid waste collection rule, or diesel cargo handling equipment rule are ineligible to participate in this program.
  • Applying for Prop 1B funding simultaneously through multiple Air Districts is not allowed.

Important Reminders

  • DO NOT PURCHASE NEW EQUIPMENT! New truck funded by this program can only be purchased after contract execution is signed between the equipment owner and the District. New truck may be pre-ordered prior to contract execution and after posting of District rank list at the equipment owner’s risk.
  • KEEP EXISTING TRUCK REGISTERED AND IN OPERATION! Maintain DMV registration and operable condition until the truck has been relinquished to a District-approved dismantler. Truck must continue to move goods for sale (a majority of the time). Planned non-operation is not allowed at any time.
  • STAY COMPLIANT! CONTRACT DISBURSEMENT IN 2014! Contracts will not be issued to applicants until 2014. Register in ARB’s Truck Regulation Upload, Compliance, and Reporting System (TRUCRS). Make sure fleet is compliant with the 2014 requirements of the ARB Truck and Bus Regulation. Retirement of existing equipment included in this application, or the replacement equipment being purchased, cannot be used to demonstrate compliance with the 2014 requirements.
  • REQUESTING REDUCED FUNDING! Applicants may request reduced funding amounts to improve cost-effectiveness and competitiveness of the project.
  • NEW EQUIPMENT OPERATION! Projects committing to 90% operation in California may be less competitive due to decreased emission reductions achieved within California.

The California Air Resources Board (ARB) allocated over $60 million of Proposition 1B funds to the San Joaquin Valley Air Pollution Control District (SJVAPCD) goods movement emission reduction projects. Applications were accepted during spring of 2011. All projects to be funded have been contracted.

Update Year 1 (2007, 2008): Contract and Expenditure Update

The California Air Resources Board (ARB) had allocated over $44 million of Proposition 1B funds to the San Joaquin Valley Air Pollution Control District (SJVAPCD) for heavy-duty truck replacement and retrofit projects for Year 1 of the Program. Applications were accepted during late summer 2008. All of the funds for Year 1 have been contracted.

Certified Dismantler Information

The San Joaquin Valley Air Pollution Control District (SJVAPCD) Strategies and Incentives Department (SI) has developed a list of Certified Dismantlers for use with Proposition 1B. You may only use the certified dismantlers on this list when dismantling your vehicles contracted under the Proposition 1B Program.

If you are interested in becoming a certified dismantler with the Proposition 1B Program please contact the Strategies and Incentives Department staff at (559) 230-5800 to obtain an agreement. All dismantlers who wish to participate in our program must be physically located within the SJVAPCD boundaries. Below you will find a list of requirements that must be met in order to be certified, as well as information on how the dismantling will need to be performed.

Burn Cleaner Program

The Burn Cleaner Program is offered to help Valley residents upgrade their current wood-burning devices and open fireplaces to natural or propane gas devices, or clean pellet devices to alleviate the problem of particulates, which are a significant problem during the fall and winter months.

Clean Green Yard Machines Rebate Program

Clean Green Yard Machines Rebate Program

The Clean Green Yard Machines (CGYM) Rebate Program helps clean the Valley’s air through incentives for residents to retire their old gas lawn mowers in favor of nonpolluting, cordless electric lawn mowers.

Rebate Process:

Step 1: Purchase an eligible new cordless electric mower from a manufacturer-authorized retailer or dealer on or after the program launch date of June 4, 2013.

Step 2: Within 30 calendar days from date of purchase, take your old mower and your rebate application to a participating program dismantler. Dismantler will verify condition of the old mower and affix a verification sticker to your rebate application.

Step 3: Complete the rebate application (link below) and submit it to the District along with a copy of the receipt or invoice for the new lawnmower.

Cordless Zero-Emission Commercial Lawn & Garden Equipment Demonstration Program

The San Joaquin Valley Air Pollution Control District (District) is currently working with participating commercial lawn care end-users to demonstrate the performance and durability of cordless zero-emission commercial lawn and garden equipment. The Cordless Zero-Emission Commercial Lawn & Garden Equipment Demonstration Program (Demonstration Program) provides opportunities to utilize new, zero-emission equipment to promote air-friendly operations and to develop greener business practices. Currently, available zero-emission equipment is limited in the commercial sector and the demonstration would allow participants to gain hands-on familiarity with the equipment. The data obtained through in-use testing and reporting would help further improve, and encourage the use of clean technologies. The Demonstration Program is scheduled to end in May 2013.

Heavy-Duty Engine Program

The Heavy-Duty Engine Program provides incentive funds for the implementation of new reduced emission technology.  Funds are provided on a first come, first serve basis.  Applicants must obtain approval and have a signed, executed contract from the SJVAPCD prior to purchase and installation of an engine.  Any engine purchased and installed prior to contract execution is ineligible.  Please note that the SJVAPCD Heavy-Duty Engine Program is not a rebate program.

Eligible funding categories include heavy-duty off-road vehicles, electric forklifts, and stationary agricultural irrigation pump engines.  Except for agricultural engines that pump irrigation water, only self-propelled vehicles are eligible for funding.  All other stationary and "mobile" engines/equipment are ineligible.

  • Compressed Natural Gas (CNG) Tank Replacement for Public School Buses: The CNG Tank Replacement component provides incentive funds for up to 90% of the cost to replace expired CNG tanks on public school buses. Applicants must obtain approval and a signed, executed contract from the SJVAPCD prior to the purchase and installation of the new tanks. Any CNG tank purchased and/or installed prior to an executed contract is ineligible for funding.
  • Forklift: This component provides incentives for new electric forklift purchases, up to 30% of cost, and large spark ignited forklift retrofits, up to 100% of the cost.
  • Off-Road Vehicle: This component provides incentives for engine replacement (repower) or retrofit of off-road self-propelled vehicles such as tractors, backhoes, excavators, etc. The maximum funding amounts are: Tier 1 Repower 75%; Tier 2 Repower 80%; Tier 3, Interim Tier 4 or Tier 4 Repowers 85%; and Retrofits 100%.

  • Stationary Agricultural Irrigation Pump Engine: This component provides incentives for engine replacement (repower) or new electric motor purchase of engines/motors used to power agricultural irrigation pumps. For diesel to diesel repower projects the maximum eligible incentive amount is based on the horsepower of the new diesel engine. Funding is capped at the following horsepower levels for each new engine, not to exceed 85% of eligible costs: $140/hp for 26-99 hp; $120/hp for 100-125 hp; $100/hp for 126-150 hp; and $90/hp for 151-749 hp. For diesel engine to electric motor repower and new electric motor purchase projects the maximum eligible incentive amount is based on the horsepower of the new electric motor. Funding is capped at the following horsepower levels for each new electric motor, not to exceed 85% of eligible costs for repower projects and 20% of eligible costs for new motor purchase projects: $150/hp for 26-99 hp; $130/hp for 100-199 hp; $140/hp for 200-499 hp; and $150/hp for 500-600 hp.

Public Benefit Grant Program

The Public Benefit Grant Program has been designed to meet the needs and challenges faced by Valley public institutions and provides a wide variety of clean-air public-benefit projects which will provide a direct benefit to Valley residents. Eligible applicants are cities, counties, special districts (i.e. water districts, irrigation districts, etc.) and public educational institutions (i.e. school districts, community colleges, state universities, etc.) located within the geographic area of the SJVAPCD.

Program options

  • New Alternative Fuel Vehicle Purchase
    • new alternative fueled vehicle purchase (Electric, Plug-In Hybrid, CNG, LNG, LPG)
      • maximum of $20,000 per vehicle, with a limit of $100,000 per agency per year for this component

        Requirements

        • Be a public agency such as cities, counties, special districts (i.e. water districts, irrigation districts, etc.); public educational institutions (i.e. school districts, community colleges, state universities, etc.) or any other public agency as defined by Government Code section 6252, including those agencies provided for in Article IV and Article VI of the California Constitution, that are located within the geographic area of the SJVAPCD.
        • Be a new Original Equipment Manufacturer (OEM) electric, hybrid, or alternative fuel vehicle.
        • Have a Gross Vehicle Weight Rating (GVWR) less than or equal to 14,000 pounds.
        • Have existing charging/fueling infrastructure or have access to existing infrastructure.
        • Be based and have at least seventy-five percent (75%) or more of the vehicle miles traveled or fuel consumption within the geographic area of the SJVAPCD.
        • Remain under the ownership of the contracted applicant for the full term of the contract.

        Hints and Tips

        • All projects will be considered on a first-come, first-serve basis.
        • As with all SJVAPCD incentive programs, you may not order or purchase any new vehicle prior to obtaining an executed contract with the SJVAPCD. Any new vehicle purchased prior to contract execution is ineligible for funding.
        • Reimbursement takes place after the new vehicle is purchased and all Claim for Payment documentation is submitted to SJVAPCD.

Vanpool Voucher Incentive Program (VVIP)

Vanpool Riders

The District is now accepting applications from vanpool riders for the Vanpool Voucher Incentive Program. These incentives will serve to attract and retain passengers to commuter vanpools.

The purpose of the Vanpool Voucher Incentive Program is to encourage commuter rideshare practices among frequent long distance (greater than 20 miles) riders in the San Joaquin Valley. Increasing passenger ridership by replacing single occupant vehicle (SOV) commutes in the region will assist the District in the attainment of federal and state air quality standards.

Funds are available for eligible projects that meet specific program criteria on a first-come, first-serve basis until the program funds are exhausted.

Vanpool Voucher Incentive Program Rider Participants can only utilize participating vanpool agencies.

The District is currently accepting applications from Vanpool Agencies to participate in the Vanpool Voucher Incentive Program.

Vanpool Voucher Incentive Program Rider Participants can only utilize participating vanpool agencies. To become a participating vanpool agency, vanpool agencies must submit an application to the District in response to the Request for Application (RFA) and sign a contract to become a Vanpool Voucher Incentive Program partner. Vanpool agencies must follow all Vanpool Voucher Incentive Program rules and regulations as outlined in the Vanpool Agency RFA and Vanpool Guidelines, Policies and Procedures listed below.

E-Mobility Program

The District is now accepting applications for telecommunication projects such as video teleconferencing, Internet business transactions, telework sites, etc.

The purpose of this program is to encourage the development or expansion of telecommunications services and electronic technology applications to directly replace vehicle travel by the general public. Residents of the San Joaquin Valley can utilize various electronic technology applications to circumvent vehicle trips to multiple public agencies or school sites for necessary services, transactions, meetings, education, documents and information. Therefore, incentives will be available to municipalities, government agencies, public education, community colleges and municipal courts.

Funds are available for eligible projects that meet specific program criteria on a first-come, first-serve basis until the program funds are exhausted.

Bicycle Infrastructure Program

The District is now accepting applications for Class I or Class II bicycle path construction.

The purpose of this program is to assist with the development or expansion of a comprehensive bicycle transportation network. Residents of the San Joaquin Valley can utilize commuter bicycling as an alternative to daily vehicular travel. Therefore, the program serves to promote bicycling as a viable option of transportation for residents traveling short distances (less than five miles) to school, work and commercial sites.

Funds are available for eligible projects that meet specific program criteria on a first-come, first-serve basis until the program funds are exhausted.

Public Transportation Subsidy and Park-and-Ride Lot Program

The District is now accepting applications for public transportation pass subsidies, such as transit and rail subsidies. Additionally, funding will be available for public transportation kiosks and the construction of Park-and-Ride lots.

The purpose of this program is to encourage commuter rideshare activities as an alternative to single occupant vehicle (SOV) commutes. There are multiple alternative transportation methods available to daily long distance (greater than 10 miles) commuters throughout the San Joaquin Valley. Therefore, projects must result in the reduction of vehicle emissions and vehicle miles traveled (VMT) by the transition of SOV commuters to utilize alternative transportation measures.

Funds are available for eligible projects that meet specific program criteria on a first-come, first-serve basis until the program funds are exhausted.

Alternative Fuel Vehicle Mechanic Training Program

The District is now accepting applications the education of personnel on the mechanics, operation safety and maintenance of alternative fuel vehicles, equipment structures.

Qualifying agencies are those currently utilizing an alternative fuels program, servicing an alternative fuels system or making the transition to alternative fuels technology in the fleet or infrastructure operations. Potential training categories include: alternative fuel engines, fuel systems, fuel station components, operational safety and procedures, technical or mechanics training and general alternative fuels technology overview.

School Bus Incentives Program

The School Bus Incentives Program provides grant funding to school districts located within the boundaries of the SJVAPCD , specifically the counties of San Joaquin, Stanislaus, Merced, Madera, Fresno, Kings, Tulare, and the valley portion of Kern, to assist with early compliance of ARB’s in-use Truck and Bus Regulation.

Statewide School Bus Retrofit Program

Application Period is Closed

The purpose of the Statewide School Bus Retrofit Program is to provide assistance for school districts with early compliance of ARB’s in-use Truck and Bus Regulation.  This program will provide incentive funds to retrofit 1987 and newer engine model year school buses with an ARB verified Level-3 diesel emissions control strategy (retrofit). School buses will be ranked based upon criteria stated in the Request for Applications (RFA).  Applicants must obtain a signed, executed agreement with the air district prior to purchase and installation of the retrofit and any other eligible items.  Any installation and/or purchase that occurs prior to the agreement execution date will be ineligible for funding.

Eligible applicants are public school districts, Joint Power Authorities (JPA), and private transportation agencies that provide student transportation services under contract to public school districts.  Private school districts are not eligible.

Applications will be accepted starting Thursday, January 26, 2012.  The RFA will close at 5:00 pm Monday, March 12, 2012.

Lower-Emission School Bus Program

Application Period is Closed

The purpose of the Lower-Emission School Bus Program (LESBP) is to assist the air district in attaining federal and state air quality standards. This program will provide incentive funds for the replacement of 1986 and older school buses and for the retrofit of 1987 and newer school buses with an ARB Level 3 Plus verified emission control device. Applicants must obtain approval and have a signed, executed contract from the air district prior to purchase and installation of a retrofit/vehicle. Any retrofit/vehicle purchased and installed prior to contract execution is ineligible. Please note that the Lower-Emission School Bus Program is not a rebate program.
